Location: East Capitol & 15th St SE
Time: Daytime (9:30am-3:30pm)

I was out for a run and a man stopped his car to ask for directions. As I tried to help, I realized he had his penis out and he was masturbating. I told him I didn’t know what he was looking for and kept running. I wasn’t able to get the plate number and didn’t feel like I had enough identifying information so I didn’t call to report it.
