Time: Daytime (9:30am-3:30pm)
Around 9:30 on a Saturday morning I was walking down 16th Street with my small son when I noticed a man in a parked car looking at me, as I walked by the car I saw that he was masturbating. I was disgusted and shocked and kept walking. By the time I realized I should report it I also realized I had no idea how to describe the car beyond “dark sedan” or the exact location. I wish I had been able to get a license plate or something.
