Time: Daytime (9:30am-3:30pm)
Location: 8th and F (in front of the Smithsonian Gallery of Art)

I was sitting on the steps talking to my friend on the phone when I noticed a car had pulled up to the curb in front of me and had their music playing very loudly. I glanced over annoyed because I couldn’t hear my friend on the phone and saw a man with his penis out masturbating while looking at me. I got up quickly and he drove away but I took down his license plate and reported him to the police.
