This driver pulled up next to me while I stood at a bus stop, with the passenger side window rolled down, and had his penis out and was masturbating, and leaned over to further get my attention. He only pulled away when I pulled out my phone to take a photo of his face, but I got his (DC) license plate: EF 6328
