Location: Starbucks at Dupont Unit and Connecticut NW
Time:  Evening Rush Hour (3:30pm-7:30pm)

I was sitting in the upstairs of Starbucks when a man came in who had verbally harassed and followed me before. He waited for a seat next to me to open and then he sat down, pulled the chair closer to be directly facing me and stared at me. He had previously been extremely aggressive so I avoided eye contact at first, thinking he was just being creepy and not wanting to give him the opportunity to follow me out to the street as he had previously. After 20 minutes, I finally looked over to see that he was masterbating under a newspaper. In the seconds it took me to react, he wiped his hand on the seat and rushed out. I contacted he manager and police, but they said they couldn’t do anything unless he came back and I identified him.
