Location: 15th & N Street NW (Logan Circle)
Time: Late Night (12am-5am)

I was coming home alone on New Year’s Eve after hanging out with friends in Columbia Heights/Mt. Pleasant. In the walk between the bus stop on 16th St. and my apartment several blocks away, a man ran up to me until he was standing less than a foot away, crouched down and put his head eye-level with my crotch/the hem of my skirt. I was on the phone at the time, immediately stopped talking and yelled “excuse me” at the man, and for him to get away from me. He yelled back, “Bitch, make me.” and didn’t move away from me when I asked him to. I took a step back and said that I was going to call the police. It wasn’t until that point that he moved away from me and continued across 15th Street.
