Location: Swann St. and 19th St. NW (N of Dupont Circle)
Time: Night (7:30pm-12am)

This was in 2010.. but walking home at 11:30pm on a weeknight I heard someone clear their throat loudly and I looked up to see a man leaning out of a well-lit upstairs window masturbating. It happened again later that week. I called the police the second time to report which house it was (that stuff sometimes precedes the man acting out more directly/dangerously) and they tried to convince me that I just happened to catch him “at a bad time” and that it wasn’t directed at me. It didn’t happen to me again after he saw the police drive by though.
