“penis sticking out of his jeans.”

I was walking along K Street near the White House at lunchtime on a work day and a man was standing in the middle of the sidewalk. As I approached, I saw him harassing a woman–I thought just for change. She passed me and then I got closer to him. He blocked my path and said “help the homeless?” Usually I smile and say “sorry”–I did this, but couldn’t help but see his penis sticking out of his jeans. Now I’m annoyed that I smiled before I saw this. Gross! At least I was able to pass by and he didn’t follow me. I guess he knew since it was a busy street at lunch time there would be plenty more women to expose himself to.

  1. Sadly, I’ve had numerous similar experiences in DC.

Just so you know, the DC police absolutely respond to calls for incidences like this, and encourage women to call them, even if they haven’t actually been assaulted.

That kind of behavior is illegal and absolutely punishable by law.

  2. A very similar incident happened to me recently at the corner of Connecticut and Q St, NW. It was rush hour, about 5:30pm probably, and the guy was standing there on the corner watching the people pass by with his penis sticking out of a hole that had been torn in his blue jeans. He made eye contact with me and sortof leaned forward. When I saw what was going on, I called the cops and he took off. I spoke in person with police- they were really supportive and interested (apparently this guy is a repeat offender around Connecticut Ave). I did think that they could have been a lot faster to go looking for the guy though, especially once I learned that apparently there were plain clothes officers very nearby when it happened.

    Gross.
